They're terrified, scared shitless of whatever's coming after them, and whatever it is they were stupid enough to lead to boss.

He doesn't give any of the possibilities the time of day; Feraligatr's already been out to help put out some of the burning grunts, so Silver has him fire a Hydro Pump in Hilda's direction before he even hears her words.]
[Hilda hauls up the unconscious grunt to take the brunt of the Hydro Pump, before timing herself to let go and leap out of the way. She releases Beck, her Krookodile, and uses Earthquake to destabilize the building itself.]
[She pauses, hearing that voice. She's created a thick debris fog, trying to glare through the dust.
But she's not messing around. She recalls Beck, and lets out Terrorbolt. The dragon busted up the ceiling, keeping Hilda safe from the collapsing roof around them.]
Yeah, yeah! [Proton's life had become a perpetual, downplayed man-tantrum. Taking orders from a kid was ten times more infuriating than taking them from Archer. Or Petrel. And that was infuriating!] It's just a "pick-up" with some roughing up, I can handle it.

But since Silver's the only grunt left, he's pretty okay sliiiding up to him, soaking wet like half the building, and seeing what's up. Blastoise clomping behind him. Looking vaguely threatening.
Where are they, Silver. Red can't stand by and let bad people walk around with worse fashion.]
[Well, well, well. You may have this region pretty well under control, Silver, as a leader of Team Rocket. It wouldn't be too hard to take down much opposition - people are prone to bow their heads down in the face of hopelessness.
But there's more rebellion. It's not the police force, they're capable as they possibly can be... it's a lot of worried women that are taking action. They're fighting back against Rocket Grunts, protecting their friends and family. Men are following their example. They're attacking the grunts they see trying to steal goods or Pokémon.
And eventually, the name of the woman inciting the citizens to stand up for themselves and to rebel comes out: Eboshi.
Eventually, Lady Eboshi herself starts making appearances. She mostly fights herself, using a sword, and carrying a large item that few can quite appropriately describe. It's never used, especially since a Pokémon had joined her; a Froslass.
And eventually, a movement is launched. A group of women are charging through a known base, small though it may be, and challenging Rocket grunts.]
[...] Get out of here. [The reason why everything hasn't collapsed is becoming more apparent. Everything is now encased in ice.
Of course, that's not something for Hilda to be worrying about now. What might be more pressing is the Rock Wrecker that's headed towards her and Zekrom courtesy of Rhyperior.]

[Robin either doesn't notice him or pretends not to; he's focused on finding a certain room, and on the way he doesn't stop to talk much to fellow grunts. He just nods and smiles and pretend he isn't an anthropomorphic fox in a world of humans (how the fuck did he get here anyway).
As soon as he reaches a room which looks lootiful (if "loot" means "potentially stolen pokémon"), he steals into it and starts picking through them. Rattata? Only the top percentage'll do. Koffing? What, are they trying to give him a cold? Ekans? Reminds him of an old friend, and by friend he means someone who isn't a friend in the least.]
There's not one good catch in this whole load, is there? [Mumbled, noticeably with a horrifying British accent.] I bet these're all their spares for new recruits...

You're pretty quick to judge. [Rhyperior can't move, not after his last attack. He can do nothing but endure it- and luckily, that's what he's good at. Silver stays right behind him lest he get hit by the brunt of the Outrage.
But Terrorbolt is a legendary Pokémon, and Silver's not inclined to play fair right now to begin with. From one angle comes an Ice Beam from Feraligatr. From below Terrorbolt come spikes of ice with no real rhyme or reason.]
