...It depends. My father cloned one, and when I was very young, I saw some of the initial attempts...

...He punished me very severely after that, though. So my only chance at seeing legendary Pokémon, "fake" or otherwise, was kept away from me.

It's not like it matters, though. It's rare for them to even get involved with humans, of the ones that are known to exist.
