They steal and experiment on countless Pokémon. Their biggest goals are typically to control and manipulate legendary Pokémon for different reasons, but it all boils down to power and control.

Ambitious, but stupid. No one's ever seen legendary Pokémon here - aside from Kotone and the kimono girls that summoned those legendary Pokémon for her.

...It depends. My father cloned one, and when I was very young, I saw some of the initial attempts...

It's not like it matters, though. It's rare for them to even get involved with humans, of the ones that are known to exist.

So, aside from that project that failed and killed a lot of the scientists working on it, Team Rocket here has never interacted with legendary Pokémon.

I get it, I get it. Seeing them is rare. Meeting them is fateful. Working with them is an honor.

[That doesn't change the fact that- oh, forget it. He was never kidnapped, he's never truly interacted with a legendary Pokémon, and who knows what else. They've led very different lives.]
